Turn on the saute program of Instant Pot and add oil. Cook flank steak, finely sliced, until browned.
Remove beef. Combine ginger, garlic, onion powder, chili pepper, broth, coconut aminos and fish sauce in the pot. Return the beef.
Add the lid back to the Instant Pot and lock it in place. Set to manual high pressure for 10 minutes.
Boil the broccoli. Quick release the pressure from the Instant Pot. Combine arrowroot powder with water. Add it to the pot.
Add the broccoli to the pot and stir to mix together completely. Serve with sesame seeds if you like, and enjoy!
